Summary

Makes it the sense of the Congress that the Joint Committee on Congressional Operations immediately begin an in-depth analysis of the committee jurisdictions of the United States House of Representatives, taking into account the need to reduce fragmentation of policy and program oversight, the necessity for alining committee jurisdiction on the functional purposes of governmental programs, and the requirement that staff personnel and resources be effectively and efficiently allocated among committees of Congress. Provides that the Committee shall present final recommendations by September 1, 1974.
