Summary
Expresses the sense of Congress that the President should take immediate and determined steps to persuade the Soviet Government to permit its citizens the right to emigrate to the countries of their choice without the imposition of more than a nominal emigration fee. Reserves to Congress the right to withhold final action on any legislation which extends special trade concessions, credits, or other benefits to any nation which denies or restricts the rights of its citizens to emigrate to the countries of their choice, or which imposes more than a nominal emigration fee.
