Amends Rule XXIII (Code of Official Conduct) of the Rules of the House of Representatives to prohibit a Member, Delegate, or Resident Commissioner from soliciting any funds in connection with an election for federal, state, or local office on any day that the House is in session. Excludes days on which the House convenes solely in a pro forma session.
