Summary

Provides that a committee be appointed to go to the Senate and in the name of the House of Representatives and of all the people of the United States, impeach President Richard M. Nixon of high crimes and misdemeanors. Sets forth articles in support of such impeachment, including the following: (1) that Richard M. Nixon, President of the United States, unmindful of the duties of his high office and of his oath of office, and in violation of the Constitution of the United States and of sections 1510 and 371 of title 18, United States Code, by his own admission did willfully obstruct an investigation of offenses against the United States, and by his own admission did conspire with one John Ehrlichman and one H. R. Haldeman to obstruct the said investigation; (2) that the said Richard M. Nixon, President of the United States, unmindful of the duties of his high office and in violation of section 3 of article II of the Constitution of the United States, on or about July 23, 1970, did fail to take care that the laws of the United States be faithfully executed in that by his own admission did willfully approve the commission of felonious acts, including burglary and the opening of mail without legal authority, by persons under his direction; and (3) that President Richard M. Nixon attempted to evade or defeat paying tax under the Internal Revenue Code.
