Summary
Amends Rule XIII (Calendars and Committee Reports) of the Rules of the House of Representatives to prohibit the Committee on Rules from reporting a rule or an order that would waive: (1) clause 5 of Rule XVI (Motions and Amendments) regarding divisibility or nondivisibility of a question, motion, or resolution in specified circumstances on the demand of a Member, Delegate, or Resident Commissioner; or (2) clause 9 of rule XXII (House and Senate Relations) regarding the germaneness of modifications proposed by the managers on the part of the House to amendments committed in disagreement to a conference committee.
