Applauds former President Roh Tae-Woo's advocacy and administration of the free and fair presidential election held on December 18, 1992, in South Korea. Recognizes: (1) such election as symbolizing the commitment of South Korea to a democratic form of government; and (2) President Kim Young-sam as a harbinger of democracy in South Korea. Wishes President Kim Young-sam well in his presidency.
