Transfers two statutory positions from the: (1) House Republican Conference to the majority leader; (2) majority leader to the House Republican Conference; (3) Democratic Steering and Policy Committee to the minority leader; and (4) minority leader to the Democratic Steering and Policy Committee. Amends H. Res. 393, 95th Congress, to provide for an additional employee for the office of the chief deputy majority whip (currently, chief majority whip).
