Summary
Amends Rule XI (Procedures of Committees and Unfinished Business) of the Rules of the House of Representatives to require each Member, Delegate, or Resident Commissioner to: (1) receive annual ethics training offered by the House Committee on Standards of Official Conduct; and (2) certify to the committee by January 31 of each year that he or she attended such training in the last year. Requires the training to be the same given to senior staff by the Committee.
