Summary
Amends rule XXXII of the Rules of the House of Representatives to give floor privileges to former U.S. Presidents (other than a President who resigned from office). Prohibits such privilege if the individual: (1) has any direct, personal, or pecuniary interest in any pending or reported legislation in the House; and (2) is employed or represents any party or organization for the purpose of influencing the passage or defeat of such legislation. Authorizes former U.S. Presidents (other than one who resigned from office) to address the House under the same terms and conditions as Members.
