Summary

Expresses the sense of the House of Representatives that the President direct the representative of the United States to the United Nations to call upon that body to request the Government of the United Kingdom; (1) to restore to the Irish minority in Northern Ireland the basic rights and civil liberties guaranteed by the Magna Carta; (2) in keeping with the Magna Carta, to; (A) restore to the minority in Norther Ireland the right of habeas corpus, (B) restore to the minority in Northern Ireland the right to be confronted openly by accusers, (C) restore to Irish political prisoners the right of trial by jury, and (D) end the practice of confining Irish political prisoners in institutions far removed from their homes; and (3) to inquire into the conditions in prisons, particularly prisons for women, in England and Northern Ireland.
