Expresses the sense of the House of Representatives that the President should direct the Secretary of State to encourage the maximum possible use of the procedures outlined in chapter VI of the Charter of the United Nations, relating to the pacific settlement of international disputes, whose continuance is likely to endanger the maintenance of international peace and security, particularly those procedures providing for the reference of legal disputes to the International Court of Justice.
