Summary

Establishes a nonpermanent Special Committee on the Captive Nations in the House of Representatives, to be composed of ten Members. Directs the committee to conduct an inquiry into and a study of all captive non-Russian nations, which includes those in the Soviet Union and Asia, and also of the Russian people, with particular reference to the moral and legal status of Red totalitarian control over them, facts concerning conditions existing in these nations, and means by which the United States can assist them by peaceful processes in their aspirations to gain freedom. Requires the Committee to make a comprehensive report to the House on the results of its inquiry and study not later than January 31, 1978.
