Summary
Amends rule XI of the Rules of the House of Representatives to prohibit the use of Committee funds for: (1) foreign travel; (2) travel by three or more of its members or employees; or (3) travel using an aircraft owned or leased by the United States, unless its official nature is established by resolution approved by a majority rollcall vote in public session of such committee. Establishes guidelines for such travel resolution. Grants the committee chairman power, under emergency, to approve travel proposals. Requires a complete travel report to be filed with the respective committee within 60 days of the completion of such travel. Directs each committee to keep on file, and available for public inspection, all approved travel resolutions and reports. Applies this resolution to travel commencing after the 30th day beginning after the date of its adoption.
