Summary
Amends the Rules of the House of Representatives to add rule LIV, prohibiting the use of appropriated funds to pay for or reimburse any Member, his or her spouse, or personal staff for travel outside of the United States after the Member: (1) publicly states his or her intention not to seek election to the succeeding Congress; (2) fails to meet the qualifying deadline in his or her State for election to such Congress; or (3) is defeated in any primary or general election.
