Summary

Amends rule X of the Rules of the House of Representatives to provide that any Member who has been chairman of a standing committee for six years in the aggregate, or who, if elected chairman of a standing committee during a Congress, would serve as chairman of that standing committee for six years before the end of that Congress, may not be elected chairman of that standing committee.
