Summary
Amends Rule X (Organization of Committees) of the Rules of the House of Representatives to establish the House Committee on Regulatory Review and American Jobs to: (1) review all final and proposed federal regulations to determine if such regulations would result in the loss of U.S. jobs; and (2) impose a moratorium on such regulations. States that if a bill reported by the Committee has been referred to the applicable calendar by the Speaker of the House and placed on that calendar for 60 calendar days, a motion to proceed to its consideration is privileged.
