Summary
Amends rule X of the Rules of the House of Representatives to provide that the Committee on Standards of Official Conduct shall consist of a Subcommittee on Investigations and a Subcommittee on Adjudications. Sets forth the functions of such subcommittees. Provides that Members, officers, or employees of the House shall be investigated by or tried before such subcommittees within five years after any alleged violation.
