Summary

Establishes the Office of House Security, within the Office of the Clerk of the House of Representatives, to be headed by a Director. Authorizes the office to develop, establish, and carry out policies and procedures relating to such matters as: (1) the handling of classified information addressed to the House, the Speaker, or Members and employees; (2) the processing of security clearance requests and renewals for House officers and employees; (3) maintaining a centralized record of security clearances held by such officers and employees and reducing the number of such clearances; (4) consulting and presenting briefings on security matters and the handling of classified information for Members and employees; (5) maintaining an active liaison on behalf of the House or any committee thereof with all Federal departments and agencies on security matters; and (6) conducting periodic review of the practices and procedures employed by all House offices for the handling of classified information. Requires the Director to develop a House Security Manual for distribution to all House offices. Authorizes the Office to: (1) provide appropriate facilities in the Capitol for House committee hearings at which restricted data or other classified information is to be discussed; and (2) operate a central repository in the Capitol for the safeguarding of classified information, including the classified records, transcripts, and materials of all closed sessions of the House. Makes this Act inapplicable to the Permanent Select Committee on Intelligence.
