With respect to H.R. 847, the rule grants a closed rule providing one hour of debate in the House, with 30 minutes equally divided and controlled by the chair and ranking minority member of the Committee on Energy and Commerce, 20 minutes equally divided and controlled by the chair and ranking minority member of the Committee on the Judiciary, and 10 minutes equally divided and controlled by the chair and ranking minority member of the Committee on Ways and Means. With respect to H.R. 2378, the rule grants a closed rule providing one hour of debate in the House equally divided and controlled by the chair and ranking minority member of the Committee on Ways and Means. The rule waives all points of order against consideration of the bill except for clauses 9 and 10 of Rule XXI. The amendment in the nature of a substitute recommended by the Committee on Ways and Means shall be considered as adopted and the bill, as amended, shall be considered as read. The rule waives all points of order against provisions of the bill, as amended. and controlled by the chair and ranking minority With respect to the Senate amendment to H.R. 2701, the rule makes in order a motion offered by the chair of the Permanent Select Committee on Intelligence or his designee that the House concur in the Senate amendment. All points of order against the motion are waived except those arising under clause 10 of rule XXI. The motion is debatable for one hour equally divided and controlled by the chair and ranking minority member of the Intelligence Committee. The rule provides that the Senate amendment and the motion
