Commends President Mwai Kibaki and his government for their commitment and concrete steps taken, since taking office, to: (1) strengthen democracy, human rights and the rule of law; (2) combat corruption; (3) provide free and universal primary education; (4) fight against HIV/AIDS; and (5) support the United States in the war on terrorism.
