Summary
Urges the U.S. delegation to the 1992 United Nations Conference on Environment and Development and to all preparatory meetings to: (1) seek international agreement on standards for the control of major pollutants; (2) seek international agreement on the need for economic development activities to use innovative technologies to reduce pollution; (3) establish as the official U.S. position that manufacturing sectors of the advanced industrial nations should not be placed at a competitive disadvantage as a result of their countries' environmental standards; (4) establish an international monitoring system to ensure that parties to international environmental protection agreements will be held accountable for implementation; and (5) request the Environmental Protection Agency to conduct a study which compares the level of technology and research in environmental remediation programs of countries attending the Conference.
