Summary
Amends rule XXI of the Rules of the House of Representatives to require the initial report accompanying an appropriation bill to contain a clearly delineated provision that correlates each item of appropriation in the bill with earmarking language contained in the report that affects such item. Amends rule XXVIII of the Rules of the House of Representatives to require the statement of managers accompanying a conference report on an appropriation bill reported from the conference committee to the House to contain a clearly delineated provision which correlates each item of appropriation in such report with earmarking language contained in the statement of managers that affects such item.
