Summary
Amends rule XI of the Rules of the House of Representatives to make it out of order in the House to waive any point of order or to agree to any order or resolution reported from the Committee on Rules providing for the consideration of any bill or resolution that waives any point of order against that measure or against its consideration unless the waiver, resolution, or order is approved by at least a two-thirds vote, a quorum being present. Prohibits the Committee from reporting any rule or order waiving provisions of this Act.
