Declares that the House of Representatives: (1) calls for the immediate release of all the children detained under state of emergency regulations in South Africa; (2) pending release of such children, calls upon South Africa to permit parental access to such children, make public their names and their location, provide them with adequate food, clothing, and protection, and permit an international organization to verify that such actions are carried out and that such children are not abused or tortured; and (3) calls for strong sanctions against the Republic of South Africa if such children are not released in 30 days.
