Summary

Requires the House Committee on Appropriations, to the maximum extent practicable, to take such action as may be necessary to report all general appropriation measures for each fiscal year (other than measures for supplemental and deficiency appropriations) to the House for its consideration by such time before the beginning of that fiscal year as will permit the enactment of all such measures into law before the beginning of that fiscal year.
