Point of order raised by Mr. DeLay on the content of the measure. Mr. Delay stated that certain amendments contained in the provisions of the rule were not submitted within the time constraints announced by the Rules Committee and because such amendments are being made in order for consideration, a point of order lies against H. Res. 252. Point of order overruled by the Chair.
