Declares that the House of Representatives: (1) condemns the attempted overthrow of the Philippine Government; (2) regrets the loss of life resulting from that attempt; (3) pays tribute to those members of the Philippine Armed Forces who defeated the attempt; (4) reaffirms its support for the democratic Government of President Aquino and expresses confidence in the democratic institutions in the Philippines; (5) supports the efforts of President Aquino to implement an effective counterinsurgency strategy; and (6) calls upon Filipinos to work for change through peaceful democratic means rather than by seeking to overturn the democratic system.
