Amends rule XIV of the Rules of the House of Representatives to recognize a Member to make a one minute speech during debate on a major policy issue if it is indicated to the Speaker or the Chairman of the Committee of the Whole that it is relevant to such legislation. Limits such recognition to a maximum of ten times during any session of the Congress.
