Summary

Expresses the sense of the House of Representatives that the aggregate amount of assessed and voluntary contributions by the United States to the United Nations and its affiliated agencies for any calendar year after 1975 shall not exceed an amount which bears the same ratio to the total budget of the United Nations and its affiliated agencies as the total population of the United States bears to the total population of all the member states. States that the House of Representatives further proposes that the President should instruct the United States delegate to the United Nations not to vote in the General Assembly.
