Summary
Amends rule X of the Rules of the House of Representatives to direct the Committee on Interstate and Foreign Commerce to review and study on a continuing basis all laws, programs, and government activities related to population except that no activities shall be undertaken that would duplicate the activities of a standing committee of the House. Requires the committee to act in full cooperation with, and approval of, the Committee on Foreign Affairs when dealing with international aspects of population matters and the Committee on the Judiciary when dealing with immigration policy.
