Amends rule XLVII of the Rules of the House of Representatives to limit the amount of honoraria a Member may receive from persons having a direct interest in legislation before any committee upon which such Member serves. Revises the definition of travel expenses to limit the cost of lodging and meals to the estimated average daily subsistence cost as reported by the General Services Administration.
