Summary
Requires that the aggregate number of staff members employed by standing committees, subcommittees, and select committees of the House of Representatives and certain employees of joint committees of Congress shall not exceed the aggregate number of staff members so employed on September 30, 1977. States that an individual employed by any committee on the date of adoption of this resolution shall not be terminated for the purpose of complying with such limitation.
