Summary
Amends the Rules of the House of Representatives to increase the amount of outside earned income which a Member may accept from 15 percent to 30 percent of a Member's aggregate salary. Deletes the limitation on the amount of honorarium a Member may accept and requires that honoraria be attributed to the calendar year in which it is received.
