Summary

Suspends new franking requirements and procedures under the Legislative Branch Appropriations Act, 1991, with respect to the House of Representatives, until completion and report of the study required by this Act. Restores all superseded laws, rules, and regulations regarding franked mail of the House to full force and effect. Directs the Speaker of the House to appoint a select committee to: (1) study the appropriateness of the new franking requirements and procedures as they pertain to the House; and (2) submit to the House a written report containing its findings and recommendations.
