Summary

Amends rule X of the Rules of the House of Representatives to prohibit a Member from serving as chairperson of any particular standing committee or subcommittee for more than eight years. Disregards: (1) any service performed as a chairperson of such committee or subcommittee for less than a full session in any Congress; and (2) previous service as a chairperson before the beginning of the 103d Congress.
