Summary
Expresses the sense of the House of Representatives that: (1) the proposed treaty with the Soviet Union for the reduction of intermediate-range nuclear forces in Europe is deficient in that it fails to provide for the reduction of Soviet and Warsaw Pact conventional forces in Europe; (2) the President should pursue an agreement for the reduction of such conventional forces before entering into any agreement for the reduction of intermediate-range nuclear forces in Europe; and (3) any such agreement should result in substantial parity of the strength of Soviet and Warsaw Pact conventional forces and North Atlantic Treaty Organization (NATO) conventional forces.
