Summary
Amends rule XI of the Rules of the House of Representatives to prohibit committee funds from being used for travel unless its official nature is established by resolution approved by majority vote of the committee involved. Directs that a complete travel report be filed with the committee within ten working days after the completion of the travel. Prohibits any Member or employee of the House from accepting any gift of travel from any foreign national without the consent of the House of Representatives.
