Declares that it is U.S. policy to oppose the taking of hostages. Calls for the immediate release of all remaining hostages in Lebanon. Expresses the belief that such release is necessary to the progress of Middle East peace negotiations. Congratulates all those individuals working for the U.S. Government and the United Nations for their efforts to secure the release of the hostages. Honors the bravery of those Americans held hostage. Welcomes home all Americans formerly held hostage in Lebanon. Pays tribute to William Buckley, Colonel William Higgins, and Peter Kilburn.
