Amends rule X (Organization of Committees) of the Rules of the House of Representatives to prohibit a member on the Committee on Appropriations from serving on the Committee during more than three Congresses in a period of five Congresses (beginning with service in the 107th Congress and disregarding for this purpose any service for less than a full session in a Congress).
