Summary
Amends rule XVIII of the House of Representatives, with regard to deliberation of proposed Federal private sector mandates in the Committee of the Whole House on the State of the Union, to repeal the limitation of unfunded mandates to certain Federal intergovernmental mandates, and thus extend the definition of "unfunded mandate" to mean any Federal mandate, including a Federal private sector mandate, the direct costs of which exceed the threshold otherwise specified for a reported bill or joint resolution in provisions of the Congressional Budget Act of 1974.
