Expresses the sense of the House that: (1) U.S. negotiators, in negotiations with Japan, should insist that Japan dismantle all nontariff barriers to imports of beef; and (2) if progress is not made toward the dismantling of such nontariff barriers by a specified time, the U.S. Trade Representative should seek appropriate relief under U.S. and international trade law.
