Provides that if, before March 30, 1996, the House of Representatives receives a message that the Senate has adopted the conference report for S. 4 (line item veto): (1) the Clerk of the House, in the enrollment of H.R. 3136, shall strike title II (line item veto); and (2) the House shall be considered to have adopted that conference report.
