Sets forth the rule for the consideration of H.R. 3136 (social security earnings, line item veto, regulatory analysis, and public debt increase). Provides that if, before March 30, 1996, the House of Representatives receives a message that the Senate has adopted the conference report for S. 4 (line item veto): (1) the Clerk of the House, in the enrollment of H.R. 3136, shall strike title II (line item veto); and (2) the House shall be considered to have adopted that conference report.
