Expresses the sense of the House of Representatives that: (1) Congress has a constitutional obligation to conduct oversight of matters relating to Government operations; (2) the Speaker and majority and minority leaders should meet to determine the appropriate timetable, procedures, and forum for appropriate congressional oversight, including hearings on all matters related to Madison Guaranty Savings and Loan Association, Whitewater Development Corporation, and Capital Management Services, Inc.; (3) no witness called to testify at these hearings shall be granted immunity under specified provisions of the Federal criminal code over the objection of Special Counsel Robert B. Fiske, Jr.; and (4) the hearings should be structured and sequenced so as not to interfere with the ongoing investigation of the Special Counsel.
