Summary
Amends rule XXI of the Rules of the House of Representatives to allow a Member of the House to demand a roll call vote to strike any line item in any measure making or continuing appropriations if supported by 49 other Members. Makes it in order for that Member to make a point of order against further consideration of such measure by the House if the vote does not occur.
