Provides that the expenses of a special investigation and study of the exploration of the Outer Continental Shelf to be conducted by the House ad hoc Select Committee on the Outer Continental Shelf shall not exceed $353,000. Allocates an amount not to exceed $30,000 for the services of consultants. States that no part of such funds shall be available for expenditure in connection with the study of any subject which is being investigated for the same purpose by any other committee of the House.
