Directs the Speaker of the House and Minority Leader to appoint an ad hoc committee under the jurisdiction of the Committee on Standards of Official Conduct to investigate the published reports of illegal hiring practices in the House and report within 90 days to the full House any violations of its rules. Authorizes such committee to appoint a special counsel to assist in this investigation.
