Summary

Expresses the sense of the House of Representatives that the President and the Congress should act to ensure that no technology that can be used to develop strategic nuclear missiles is transferred to the People's Republic of China unless: (1) the People's Republic of China joins the Missile Technology Control Regime; (2) the People's Republic of China guarantees that it does not and will not transfer strategic nuclear or other missile technology to Iran, Pakistan, or other nations that have not joined the Regime; and (3) the President certifies to the Congress that no such transfer is occurring or is likely to occur.
