Summary
Amends rule I of the Rules of the House of Representatives to direct the Speaker to provide for: (1) the unedited audio and visual broadcasting and recording of special order speeches by Members of the House at a location in the Capitol other than the Hall of the House; (2) distribution to news media, storage, and closed captioning of such broadcasts and recordings; and (3) scheduling of the Member speeches by the majority and minority leaders. Eliminates the televising of such speeches as part of the proceedings of the House.
