Summary

Amends rule XLVI of the Rules of the House of Representatives to reduce the number of pieces of franked mass mail that may be sent by each Member after January 1, 1987. Amends rule XLV to authorize each Member to: (1) maintain a newsletter fund as a special office account for the costs of preparation and circulation of newsletters; and (2) accept amounts for deposit in such account from individuals and others under certain limitations. Specifies a formula for the number of pieces of mail permitted for newsletters. Requires that amounts in such accounts be paid into the general fund of the Treasury when a Member ceases to be a Member. Requires Members to file an annual report with the Clerk of the House on receipts and expenditures of such accounts.
