Summary
Amends the Rules of the House of Representatives to require committee reports on bills or joint resolutions of a public character to contain a statement of any violation of the Congressional Budget Act of 1974 and specify any waiver of its provisions. Requires the Committee on Rules, when reporting a resolution waiving a provision of such Act, to include a statement of explanation on the necessity of such waiver.
